Madhya Pradesh Wins CSI - Nihilent 'Best e-Governed State Award' for 2008-09

The district of Jalgaon in Maharashtra won the award of excellence in the District category while Education Department, Madhya Pradesh and Finance Department, Gujarat received the award of excellence in the Department category. 23 eGovernance initiatives were awarded under various categories.



The CSI-Nihilent e-Governance Awards 2008-09 for e-governance initiatives during the period April 1 2008 to March 31 2009 were announced at a grand function held at the 44th Annual Convention of CSI at Pune. Held for the seventh successive year, the awards are an annual process of identifying and recognizing the best e-Governance initiatives in India in citizen services at the State, Department, District and Project level.



Speaking at the awards function, Piyush Gupta, Convener of the awards, said, "The aim of these awards is to recognize and replicate the successful initiatives in achieving good governance using ICT. We have continuously improved the evaluation process, making these awards the true benchmark for quality conception and implementation of e-governance initiatives."



Ravi Teja, Country Manager, India and Head, Enterprise Transformation Practice, Nihilent said, "e-Governance is a tool to ensure equitable and easy to avail good governance. The biggest challenge is change management encompassing cultural, organizational, process, people and technological challenges. A metrics driven governance would enable a government department or municipal corporation to perform its functions efficiently and effectively to achieve its public mission"



Madhya Pradesh was awarded for its initiatives such as computerization in government departments, manpower development for IT, guidelines for setting up of information kiosks and development of web sites by all government departments, facilitating good governance. MPOnline, a citizen services portal delivers a wide range of government services (copy of land records, forms for professional examination board, birth/death, caste certificates, etc.), improving transparency and accountability, and reducing delivery cycles.



The district administration of Jalgaon, Maharashtra received the award of excellence in the District category for developing an Integrated Voice Response System (E-Lokshahi) that provides 24 hour online public grievance redress system and FAQ forum being used widely through telephone and mobile.



The award of excellence in Department category was conferred on two departments - An e-Government initiative of the Education Department of Madhya Pradesh received the award for enhancing the quality of education to 1.60 crore students enrolled in 1.10 lakh schools by optimal utilization of the 3.5 Lac teachers and resources. The Finance Department of Madhya Pradesh was recognised for implementing e-governance best practices such as comprehensive dashboard with drill down facility, uniform decision support system reports for decision making, electronic payment to pensioners, online receipt of various taxes with real time accounting in state accounts.

Two superfast trains to clear holiday rush

The Railways will run two special superfast trains from Amritsar and Chandigarh in an effort to cut down on the travel time and clear the extra rush of passengers.

While the first superfast train would run between Amritsar and Nanded, the second would be between Chandigarh and Lucknow.

The Amritsar-Nanded special train would run twice a week (October 16 and 21) from Amritsar at 1.40 pm and arrive at Nanded at 12.30 am on the third day. The Nanded-Amritsar train will depart on October 18 and 23 at 1.00 pm to arrive at Amritsar at 11.00 pm the next day. The special train will have stoppages at Purna, Akola, Bhusawal, Khandwa, Itarsi, Bhopal, Jhansi, Agra Cantt., Delhi Safdarjung, Panipat, Karnal, Kurukshetra, Ambala, Ludhiana and Jalandhar City.

The Chandigarh-Lucknow special train will depart from Chandigarh at 9.30 pm on October 15 to arrive at Lucknow at 9.10 am, the next day. The Lucknow-Chandigarh express will leave Lucknow on October 16 at 3.30 pm to arrive at Chandigarh at 3.00 am, the next day.

MSRTC provides 7800 buses for Assembly elections

The buses are being used during October 12 and 14 for transporting voting machines, documents, staff and police personnel for the Assembly Elections, MSRTC public relations officer Mukund Dhus said.

The details of the buses, on casual contract, are as follows: Mumbai Region 985, Raigad199, Sindhudurg 108, Ratnagiri 308, Thane156, Palghar154 and Mumbai 60.

BJP, Congress leaders and workers head for Maharashtra

For political leaders all roads lead to Maharashtra. With just four days left for the campaigning to end in Maharashtra, both the BJP
and Congress leaders and workers are camping in Pune and north Maharashtra.

BJP has sent not less then 500 workers, while the entire top brass of Congress are camping in the region for the October 13 Assembly polls in Maharashtra. Sources said that both the parties have also appointed incharge persons of the Maharashtra elections. While BJP has its general secretary Bharatsinh Parmar as incharge, the Congress has entrusted the responsibility to two central ministers from Gujarat Bharat Solanki and Tushar Chaudhary.

Parmar said, "BJP has about 500 workers camping in north Maharashtra and Pune. The workers have been asked to assist local members and work in co-ordination with them." Parmar said there was a sizeable population of Gujaratis in Pune and north Maharashtra and hence BJP workers from Gujarat would definitely be helpful. He added that members of Parliament and Legislative Assembly have also been sent to the various constituencies. "Once we get a feedback asking for a particular MLA or MP to be sent, he is sent there the very next day and is asked to camp there till further orders."

Office-bearers said that BJP workers have been asked to showcase Gujarat and the development that has taken place during the BJP rule in Gujarat. Also, the issue of increase in prices of essential commodities was also been raised by the workers in Maharashtra.

Even Chief Minister Narendra Modi held two rallies in Kolhapur and Nasik on Wednesday.

Sources in Congress said even senior leaders from Gujarat are campaigning in Pune and north Maharashtra. Gujarat Pradesh Congress Committee spokesperson Arjun Modhwadia said he was in Pune and would be staying there till October 12. Leaders have been asked to stay in their respective constituencies till the voting ended. He said that GPCC president Siddharth Patel and leader of Opposition in the Gujarat Legislative Assembly Shaktisinh Gohil are also in Maharashtra.

GPCC spokesperson Manish Doshi said that about 100 workers are camping in Maharashtra along with Solanki and Chaudhary. He added that more workers are leaving for Maharashtra as per the requirement.

North Maharashtra University
The North Maharashtra University is one of the upcoming universities in India, the university was established on 15th August, 1990 under the Maharashtra University Act No. XXIX of 1989 as a teaching and affiliating University. It actually started its academic and administrative activities under the leadership of Prof. Dr. N. K. Thakare, the founder Vice Chancellor of the university, from academic year 1991-92. The jurisdiction of North Maharashtra University is spread over three districts of North Maharashtra i.e. Jalgaon, Dhule and Nandurbar.

The university was shifted to its own campus in 1995.The university is situated on the banks of river "Girna" and the campus of the university is spread over a hilly terrain of 650 acres of land. The university is approximately 10Kms away from the Jalgaon city. The pollution free hilly terrain provides natural ambience which creates a perfect environment for study. All Departments are equipped with all modern facilities, required by students/visitors.

The university is imparting education to students, through various courses at under graduate, post graduate, doctoral and post doctoral level, under 09 faculties, which includes Science, Engg. & Technology, Education, Medicine & Pharmacy, Ayurvedic Medicine, Arts & fine arts, Commerce and Management, Mental, Moral & Social Sciences, Law faculty.

Right now, there are five schools and six academic departments on the campus. Soon we will be strarting new academic departments. There are 148 colleges and 34 institutes and 8 recognized R & D centres affiliated to the university and this number is growing every year. The syllabi of different courses are designed to give profound and latest knowledge about the subjects to the students. The element of computer education is also being added to B.A., B.Sc. & B.Com. courses. The syllabi of the courses are revised from time to time as per the requirement.

The University has developed a model Examination System and is one of the few Universities in the State for conducting examinations regularly and declaring the results well in time as per the Maharashtra Universities Act, 1994. The action plan of the University in this regard is serving as a prototype to other Universities in the State.

To improve the efficiency of work most of the functioning of Administrative Departments/sections is computerized. The modern management techniques are used for easy and user friendly administration.

Prof. Dr. S. F. Patil took over as the second Vice Chancellor of this University on 14th Aug. 1996. During his tenure two new academic departments viz. Department of Comparative Languages & Literature and Department of Information Technology were started on the campus.

Prof. Dr. R. S. Mali took over as the third Vice Chancellor of the University on 14th August, 2001. Under his able and visionary leadership University is progressing at a faster pace towards excellence. Besides educational activities Prof. Dr. R. S. Mali is keen on social and environmental problems of the region. He encouraged students and teachers to undertake Water Harvesting programs on the campus, and as a outcome of this, small bands were constructed by the students.

Inspite of the fact that we have small number of faculty members in our Academic Schools/Departments, our faculty on the campus has till date successfully completed many Research Projects funded by various funding agencies. We have developed and transferred four technologies through University-Industry linkage and made some more ready for transfer.

In a very short period of time the university has gained name and fame on National and International levels. This university has also acquired the prestigious 2(f) & 12(b) recognition from the UGC. The university has been accredited with four star status duly honoured by the National Assessment and Accreditation Council (NAAC), Banglore. When NAAC committe assessed the functioning of the teaching and non teaching departments of the University and awarded the 4 star status in 2001.

Keeping in mind the need for self-reliance in future, university undertook the Teak plantation programme. 95,000 plantlets were planted which are growing up fast. This project was awarded with "VANASHREE" award in the year 2002. Honourable Vice-Chancellor received this award from the then Chief Minister of Maharashtra, Shri Vilasrao Deshmukh.

Shahnawaz forced to return to Mumbai due to bad weather

Former Union Minister and BJP MP Shahnawaz Hussain, who was on his way to address a public rally in Jalgaon today, was forced to return to Mumbai when the pilot of his helicopter insisted that the weather was too cloudy and not conducive for flying.

"I was flying in a Bell 206 helicopter from Mumbai to Jalgaon to address an election rally. We were flying over Igatpuri valley when the pilot said there were very thick clouds an poor visibility above 2000 feet and flying in this weather could be dangerous," Shahnawaz told media.

Independents may alter equation

In 1995, a record number of 44 rebels were elected to Maharashtra Assembly.

India’s very own “banana republic” — Jalgaon district in northern Maharashtra that produces than 16 per cent of India’s bananas and 3 per cent of the world’s output — is living up to its name: in the coming Assembly elections, it has the highest number of rebel independent candidates who are literally driving their parties bananas!

The ‘kites’ are flying high. Every street corner has a ‘TV set’. The ‘candle’ is burning 24X7 and the ‘railway engine’ is whistling through places where a new rail link is eagerly awaited. The better-known election symbols of the Nationalist Congress Party (NCP), the Congress, the Bharatiya Janata Party (BJP) and the Shiv Sena are definitely shining bright. But it is the intrusion of the independent candidates that has not just added colour to the campaign but may also alter equations in the October 13 Assembly election.

In the Amalner constituency, the BJP had replaced its sitting MLA B S Patil, only to find him contesting with the ‘fan’ as his symbol against its official candidate Anil Bhaidas Patil. This ‘lotus eater’ is not alone. The former NCP man Sahebrao Patil, with the TV as his symbol and the title of ‘krishibhushan’ is taking on Lalita Shyam Patil, the official Congress candidate. Another independent, Milind Laxmikant Patil, is also in the fray with the symbol of “crop”.

“There are around 15 candidates. No one knows who will win although B S Patil is a three-time MLA. Maratha votes will get divided. Earlier, there were 2-3 candidates and we could guess who has a better chance,” says Balu Patel of Vadbas village of Amalner.

In another constituency of Jalgaon district — Rawer — the BJP has given ticket to Shobha Patil, denying candidature to its sitting MLA Arun Patil. The Congress has shifted its sitting MLA Ramesh Chowdhury from the neighbouring seat of Yaval to contest Rawer. Both the candidates face rebels as Arun Patil of the BJP and Shirish Chowdhury of the Congress are contesting as independents.

An hour’s drive from Amalner takes you to another freestyle political bout — Shindkheda in Dhule district. A mobile orchestra party on a Tata 407 is singing poll-parodies of hit Hindi songs for the BJP’s Jaikumar Rawal (who is quite mobile himself — he moved from the neighbouring Shahada seat after the delimitation changed the face of the seat dramatically). But he has made the local Shiv Sainiks angry and their strongman Hemant Saluke is trying to create a storm in the ‘cup’ symbol.

“This seat belonged to the Shiv Sena for the last 20 years. We have built the organisation. Every household has Sena supporters. The Zila Parishad, Panchayat Samitis all belong to the Sena,” says Vishwanath Patil, Sena leader in the sub-division before rushing off to campaign for the rebel Sainik — Saluke.

There is no comfort for the Congress, too. Its first-time candidate, Shyamkant Saner, faces challenge from none other than the NCP’s district president Hemant Deshmukh. “Saner lost a zila parishad election just nine months ago. How can a person, who can’t even win a zila parishad, dream of winning an Assembly election?” Rawal Rajvansh, an NCP functionary, says at Deshmukh’s election office, displaying his ‘rail engine’ symbol.

In 1995, a record number of 44 rebels were elected to the Maharashtra Assembly and soon most of them switched to the BJP-Sena alliance to form a government. This time, on the pretext of the delimitation — that has come into play for the first time in the state’s Assembly election — many leaders were denied party tickets and they became independents. Fearing another 1995-like situation, Congress leaders like Prithviraj Chavan had suggested “friendly fights” between the NCP and the Congress in some seats to rein in possible rebels. But the top leadership thought otherwise.

While the candidates are talking about serious local issues, personal attacks are also flying thick and fast. The NCP is dubbing Congress candidate Saner as an acolyte of former Maharashtra CM Vilasrao Deshmukh, and says it can’t vacate the seat for “a political novice”. The Sena rebel claims “you have to salute at least four times while meeting BJP candidate Jaikumar Rawal.” Rawal’s companions say, the NCP’s only aim is to scuttle Rawal’s chances on caste grounds.

Rebel Congress leader Sunil Deshmukh might have hit the headlines for taking on President Pratibha Patil’s son Rajendra Shekhawat for Amravati as an independent after being denied the party ticket. But there are many like him who might hit the ‘official faces’ in the coming Assembly elections.

Open Offer for Jalgaon Re-rolling at Rs 40

Fedex Securities Ltd ("Manager to the Offer") on behalf of Shri Shankarro A Borkar, Smt Sunanda S Borkar & Shri Amol S Borkar ("Acquirers") has issued this Public Announcement ("PA") to the Equity Shareholders of Jalgaon Re-rolling Industries Ltd ("Target Company"), pursuant to and in compliance with Regulation 10 & 12 of the Securities and Exchange Board of India (Substantial Acquisition of Shares and Takeovers) Regulations 1997("Regulations") & Subsequent amendments thereto.

The Acquirers are making an Open Offer to the Public Shareholders (i.e. shareholders other than the Acquirers, promoter group Shareholders of Target Company and parties to the Agreement) of the Target Company to acquire 90,000 Equity Shares of Rs 10/- each, representing 20% of issued, subscribed, paid up & Voting Capital of the Target Company. Who will pay for 100-strong President's retinue?

More than 100 persons form part of President Pratibha Patil's ongoing entourage during her visit to Saurashtra, straining the
Gujarat government, which is still not sure who would foot the bill for the army of relatives from Maharashtra who have trooped in to join the fun till Sunday.

Government guest houses and all other suitable accommodation has been booked for the VVIPs, including many from the Patil clan. The five day visit — the longest any President has stayed in Gujarat - includes visits to Somnath, Porbandar, Gir and Dwarka. The itinerary includes visits to temples, enjoying wildlife and paying obeisance at places linked to Mahatma Gandhi.

According to the information given by the Rashtrapati Bhavan to the Gujarat government, 47 persons were to land in Ahmedabad on September 30. This apart, 45 persons were to join her from Jalgaon and another 25 persons from Bhusaval. Most of them travelled by train to join the President. Air-conditioned buses and cars were booked locally for them to be taken to different places.

An official, requesting anonymity, said: "There is lack of clarity on who will pay. The state protocol department was told to make arrangements, which it did promptly. So far, everything is running on credit. The President's officials are not telling us whether they will be paying for private individuals."

In Gir forest on Friday, a dozen cars took nearly 30 persons along with the President to lion safari. "The President spotted 23 lions at four different spots," said an official. While the government denied it, buffaloes were offered as bait to herd the lions. Later, a tribe of African descent settled in the Gir forests presented a dance for the visitors.

Chief minister Narendra Modi has accompanied the President for most of the visit. An official press release said it was Gujarat's honour that the President was spending five days in the state. It said Modi briefed her and her family about the developmental activities in the state.

Rising prices could prove costly for DF

Neither the acute shortage of power, the deteriorating law-and-order situation nor the worst-ever agrarian crisis are expected to hit the
Congress-led Democratic Front (DF) government as hard as the spiralling prices of essential commodities and failure to create new jobs.

Whether in Yavatmal, which has the dubious distinction of being the district with the largest number of farmer suicides, Jalgaon, the hometown of President Pratibha Patil, or Nanded, hometown of chief minister Ashok Chavan, the main focus of the opposition is on the complete failure of the government to tackle the spiralling prices of essential commodities and the creation of new jobs.

BJP leader Eknath Khadse, who is contesting from Muktainagar in Jalgaon district, said the people in rural areas have now accepted the fact that they have to live with massive load-shedding. Muktainagar was once represented by Pratibha Patil. "In all my election meetings, there has been no reaction to the power shortage situation, but the villagers are unable to bear the high prices of essential commodities. Whenever we talk of rising prices, there is a response from the electorate,'' Khadse said.

A finance and irrigation minister during the Sena-BJP's rule, Khadse was first elected to the legislative assembly in 1990. "Certainly we are shocked. We felt that the power shortage and agrarian crisis would be the main issues, but at the grassroots level the situation is different,'' Khadse said.

BJP spokesperson Madhav Bhandari said the price of wheat has increased from Rs 9 per kg in 2004 to Rs 18 in 2009, while the increases for rice, sugar, tur dal and edible oil range from 50 to 200% in the same period. "In our opinion, the Congress-led government has not taken stringent measures to contain the prices of essential commodities,'' Bhandari said.

Farmers' leader Kishore Tiwari also said that the spiralling prices of essential commodities and employment were the main issues for the October 13 assembly polls. "The agrarian crisis is an issue, but more than that is the ever-increasing prices of essential commodities and the closure of leading industries in the Vidarbha region,'' Tiwari said.

He said that while his organisation was emphasising the rehabilitation of some 7,000-odd widows, it was a matter of concern that the economy of Vidarbha had collapsed due to the closure of major industries in the region. "No new jobs have been created. Furthermore, the situation has been aggravated following the closure of existing units. The government was not serious on the job front,'' Tiwari said.

Musical seats: Will this neta win nine times in a row?

Sixty-five-year-old Sureshdada Jain is a widely travelled politician, but in a different sense. In a career spanning well over three
decades, Jain successfully contested eight assembly polls from Jalgaon. His extraordinary career graph makes these victories even more noteworthy: Jain defected from one party to another and received flak from anti-corruption crusader Anna Hazare. However, what remains to be seen is whether the veteran will be able to work his magic over the electorate in the October 13 assembly polls.

Congress-NCP nominee Salim Patel, who is contesting against Jain, hopes to defeat the political heavyweight. "Things are set to change. People of Jalgaon are looking for a change. The assembly election will witness a miracle,'' said Patel.

Jain was first elected to the assembly from Jalgaon in 1980 as a nominee of Sharad Pawar-led Congress (Secular). He defeated Jansangh's Gajanan Joshi. The 1985 as well as 1990 polls once again saw Jain being elected to the Lower House as a Congress (S) candidate. In 1995, Jain joined the Congress and successfully contested the polls against independent Dr S L Bhangale.

In 1997, he left the Congress to join the Shiv Sena and defeated Congress nominee Ravindra Patil in a by-election. When the Saffron combine came to power in Maharashtra, Jain became the minister for housing and food and civil supplies. He contested the 1999 polls on a Sena ticket and won.

The year 2002 saw Jain leave the Sena to join Sharad Pawar-led NCP. Jain successfully contested a by-election as a NCP candidate and was re-elected in 2004. A month before the 2009 polls were declared, Jain quit the NCP to join the Sena. Now, he is in the fray on a Sena ticket from Jalgaon.

Despite Jain's stint with various political parties, people in Jalgaon stood by him and voted for his victory. Of course, his winning margin has come down from 21,000 in 1980 to 2,500 in 2004. "Though the margin has witnessed a steady decrease, but I am sure jain will win this time as well,'' a senior Sena leader said.

Jain's opponent Patel is counting on the Gandhi family charisma to draw in voters. He is also confident of winning over his electorate on the grounds that Jain failed to develop the township. "He was the elected representative of Jalgaon for over three decades, but he never concentrated on development. The town doesn't have adequate educational facilities, super speciality hospitals or medical colleges. Further, Jalgaon remains just another town in north-Maharashtra," Patel said, who is sure that the entire minority community will support him. .

Patel was associated with the Nehru Yuwa Kendra for well over 20 years and quit the job six months ago and plunged into active politics. "I know Jain is very powerful and politicians are reluctant to contest against him. I have not been made a scapegoat by my party. I am contesting the polls to win, we will initiate change, people of Jalgaon want a `parivartan,'' Patel said.
